A flawless foundation routine can quite difficult to nail down. Finding the right tone, shade, and formula is hard enough and then you have to factor in base products, tools, powder, etc. All of the aforementioned really determine how well your foundation will perform.
I use both brushes and sponges. As a general rule of thumb, brushes provide more coverage while sponges tend to sheer it out a little because they absorb some of the product. Some people prefer a sponge because you don’t get brush lines/streaks so the foundation tends to appear more seamless. I usually apply with a brush and then go over it with a sponge to make sure there are no lines and excess product on my skin.
